Likewise no one would blink seeing a Maryland plate in the Virginia counties. The same goes for D. C. plates. This is just one big mass of around 4 million people going back and forth between the District and the two states. I believe that at least some plates in Maryland are still all white and I believe Virginia has white plates too. There is a current change to new colorful plates in Maryland. That shows how often I notice plates here. I cannot even remember accurately and I was just out bobbing and weaving in the Washington area. The far east and southern part of Prince George's, Charles County, and St. Mary's in Maryland and the eastern Virginia Counties of Caroline, King George, and Westmoreland are similar. They are generally rural. He may be in Virginia but the southern part of Prince George's County, Charles, or St Mary's stretch south below the northern most part of Virginia. None of these areas have had any shootings. Someone in the rural counties mentioned above, who doesn't work in the District or does not use its benefits, would probably try to avoid going into the District. However, the District is still a center for entertainment--Kennedy Center, National Theatre, Ford's Theatre, museums, restaurants, etc. There still are some rural types in this area who dislike the District and nearby suburbs and the people who work there. If the nut does live east of Route 301, a possible motive (and who really knows what drives this nut) is just hatred of the District, the crowds, and the constant movement into the rural areas by the residents of the District and the near suburbs.
