I posted several times directly from Security Council Resolutions. I took the time in a series of posts to document what everybody close the situation knew from 91 onwards -- that the UN authorized action against Iraq but explicitly ruled out any action beyond driving Iraq out of Kuwait which would involve an invasion of Iraq and the deposing of Saddam. The US made a conscious decision not to invade Iraq and depose Saddam because we knew full-well that it would have entailed an illegal declaration of war. We chose not to declare war against Iraq. We chose not to invade Iraq. And we chose not to depose Saddam. When asked why we made these choices Swarzkopf said there was never a choice to be made -- the UN resolutions made it clear that we were not only unauthorized to do so but explicitly told not to and we would be declaring a unilateral and illegal war. He still maintains that position today.
