The Palestinian Authority has told the Bush administration it would consider abandoning its support for a two-state solution to the Israeli-Palestinian conflict and instead press for equal citizenship for Palestinians inside one binational state if Israeli settlement activity continues unabated.

In a little-noticed memo and a letter handed earlier this month to top American officials, the P.A. states that Israeli settlement expansion is eliminating the possibility of a viable Palestinian state and thus forcing the Palestinian leadership to reconsider the two-state concept that has been the basis of negotiations during the last decade.
