That's not what he said. He said it would have been a war crime because it was prohibited, explicitly, by UN resolutions. He can't find a thing to substantiate that claim, so he just says "everyone knows it."

Of course there was no mandate - no mandate from the people back home. But deciding not to do it does not make doing it illegal.

retired: This is all common knowledge. We would not be looking for UN authorization for an invasion of Iraq now if it had been any other way. I can't believe the time wasted here just to substantiate the obvious. Perhaps other posters want to avoid dealing with the real issues and prefer to cloud the issue as much as possible.
