Ken, the killer apparently doesn't just want to operate one-way via notes left at the scene, but to actually open a spoken dialogue. If we take this at face value, what could he possibly have to say? Does he want money in order to stop killing? Does he have certain demands he wants met? I'm leaning toward the former simply because I'd think if he had demands he'd have sent them to the Washington Post, although, I suppose, there wouldn't be any way to know for sure the sniper was the author.
