The Junior and Rove plan seems to be based on continual low grade international conflict to keep the technological base of emerging countries in a primitive state. That's an interesting comment. I heard similar comment from CFR member saying that's clearly the purpose in Iraq the last 11 years. As far as low-grade conflict, would that were so. It would take a great deal of control to accomplish that, e.g. Paki/India nuclear outbreak, by controlling the intel and military in every country in the nuclear club. If Tenet feels he's got that level of control of the generals and ISI, then I suppose we should feel comforted that these arrogant lying bastards like Tenet can throttle such power, rather than being pissed that they are engineering plans of the planet's militaries, like a geopolitical Nintendo game. Don't worry, just sit back and watch, and feel privilaged to be an American, not in the sights of the operatives you are paying for every April 15th. Trust them, even tho' they lie and conceal, everything will be juuuuuust fine... Sure.
