Jorj your first hunch I think is the right one - sniper cell - and one with more than one shooter.

Motive, Method do not point to a spree or a mass murderer. Effect is terrorizing. Targets are seemingly random, but I think their is the internal consistentcy you alluded to.

Clues are inconsistent, contrived. Effect is to mislead, foil, frustrate. Maybe make some mistakes - some big ones? I think the note is a joke.

Does any one know how hard it is to determine the location the bullet came from at the crime scene? How hard would it be for the city to ask everyone going shopping to carry a camera with them and as soon as somebody goes down, for the direction to be identified and folks start clicking away? It seems clear that the shut down traffic approach is super low yield - the sniper likely has the street possibilities planned out far in advance and know exactly what streets will be shut down and about how far away.

My guess is that when the terrorist goes down, it will be at the hands of ordinary citizens.
