No, that is a misnomer. The essence of law is enforceability. Without competent authorities to do that, there is no International Law, there are only a set of conventions and treaties that carry greater or lesser moral weight, and may be employed for rhetorical and diplomatic purposes to justify one's actions or call into question the actions of others......
