There is none. That is my point. That is why the United Nations, for example, depends so much on NATO to supply troops for peacekeeping. The Hague (the International Court of Justice) depends solely upon moral suasion in disputes between states, and relies upon voluntary donations of manpower to bring to book someone like Milosevic......
