The Clinton military performed admirably in each task it was called to do. It is only now that Rumsfeld second guesses all the professional soldiers that the enemies are slipping through the front lines the way sand falls through a laundry basket. Bin Laden, the Taliban leadership, Anthrax mailers, and snipers all profit from Rummy's focus on missle porkbarrels and focus on the wrong enemy.
