MORE FRAUDULENT RESEARCH REPORTS

Last week, the NASD struck another blow against fraudulent research reports that mislead investors and manipulate markets. On October 17, 2002, the NASD filed a complaint charging National Capital Securities, Inc. of Irvine, California (formerly known as Donner Corporation International), National Capital’s President, Jeffrey L. Baclet and research analyst Vincent Michael Uberti with issuing a series of false and misleading research reports between March 1999 and May 2002.

The NASD says that the research reports, published online and in hardcopy, contained “fraudulent, exaggerated and unwarranted statements, and failed to contain critical information about numerous companies’ financial and business operations.” The reports also failed to disclose that National Capital received cash, stock, or both, in exchange for issuing positive reports and buy recommendations.

The complaint alleges that 25 of the research reports misled investors by exaggerating the companies’ prospects and failing to provide essential financial information or to disclose that the companies lacked capital and operating experience. Specifically, the reports ignored the fact that independent auditors had issued “going concern” opinions expressing doubt about the ability of those companies to stay in business.

The NASD also claims that 51 reports that National Capital was paid to issue contained “unwarranted and exaggerated statements.” National Capital violated NASD rules and federal securities laws by failing to disclose that it received compensation in exchange for those reports.

In addition, Uberti and an individual named Paul Runyon were charged with issuing misleading research reports about two more companies through Lincoln Equity Research, a firm that is not an NASD member.

This marks the third time in recent months that the NASD has filed charges against a member firm for issuing bogus reports. The first two complaints involved the firm of Hornblower & Weeks, which was banned from issuing research reports in May 2002, and later was sanctioned for violating that bar. Microsoft Partners to Offer Pocket PC for the Blind

Software giant's apps will be available in a wearable computer that features advanced screen reader technology.

Freedom Scientific announced Thursday a compact version of its screen reader technology in a battery-powered, lightweight, 10-inch form factor. The PAC Mate mobile device will give the blind access to Microsoft Outlook and all Pocket PC applications.

The unit also comes with a carrying case that will allow a user to wear the device while accessing applications. There are two versions, one using a QWERTY keyboard and the other a standard Braille keyboard. In either form, the front cover opens to allow access to the keyboard while a user is wearing it.

Text to Speech
The screen reader technology, known as Job Access with Speech or JAWS, goes beyond simple text-to-speech.

"You don't want the system to just read a screen from top to bottom or left to right," says Eric Damery, vice president of product management software at Freedom Scientific, in St. Petersburg, Florida.

For example, the JAWS technology includes the ability to say the screen location information in order to alert the user that the Start menu is opened and which item is highlighted. In the PocketExcel application, the device will also give a user cell navigation details including row and column location as well as reading the formula or comments within a cell, according to Damery.

PAC Mate Details
The value-add for the PAC Mate is in its partnership with Microsoft, says Damery.

"For the first time blind users will have access to a PDA with all of the Pocket PC features," Damery says.

The 1.5-pound unit does not include built-in wireless, but has a PC Card slot and will also allow users to wirelessly engage any Web site giving users text to speech and navigation information.

Units will ship by the end of the year and will be priced at approximately $2,595.

Cape May County Uses Xybernaut Wearable Computers for Mobile Public Works Programs

FAIRFAX, Va. & CAPE MAY, N.J.--(BUSINESS WIRE)--Oct. 30, 2002-- Cape May County (NJ) officials have begun using wearable computers from Xybernaut Corporation (Nasdaq:XYBR - News) to do everything from tracking wildlife, to monitoring water supplies, to mapping road signs and buildings. Although many federal, state and local governments employ Xybernaut wearable technologies, Cape May is one of the first counties in the U.S. to use the Company's wearable computers for mobile public works projects.

In a deployment that began this summer, county officials are using Xybernaut Mobile Assistant® V (MA® V) wearable computers -- configured with Microsoft Windows 2000 Professional, ESRI's ArcPad 6 software, and GPS receivers -- for a wide range of field force automation activities that, according to County Official Brian O'Connor, "...have really tested the reliability, performance and ruggedness of the Xybernaut platform versus notebook and handheld PCs."

These field force automation applications have included using Xybernaut wearable computers for creating a storm water outfall database (currently more than 800 storm water outfalls are registered and managed); locating over 70 public water supply wells in mostly rural areas; conducting animal species surveys in heavy marsh areas; field collection of tax assessor data; and road sign and building inventory management.

"For example, the MA V functioned flawlessly in high heat conditions and showed no signs of wear even when our biologists fell into brush or banged a unit against a tree. In addition, the MA V has the storage capability to hold large aerial photography files and the processing power to run sophisticated GIS software for long periods of time," he added.

Utilizing a wireless/wearable information delivery system based on Xybernaut MA V computers, county employees have been able to complete more timely and accurate inspections, create location specific recommendations and prepare real-time inspection reports/work orders. "Most importantly, we have been able to increase productivity and save considerable amounts of time. There is no way we could have completed some of these field automation projects in such a short time without the MA V," O'Connor said.

County employees are using a Xybernaut wearable computer system with a digital camera and an all-light-readable touch screen flat-panel display (FPD).
