The problem in your post is largely that you don't realize the cops chase in earnest. One doesn't have to be told. What you see is that people just don't care so much that they would actually do something in earnest. What others see is people doing things in earnest every day, from the top to the bottom of society and government. One doesn't have to be told. You likely see others as you see yourself, if I had to guess.
