Bob, if this guy was a terrorist (i.e. Al Qaeda and the like), I think he'd have chosen to negotiate with Washington, not the local police. I think what police need to do, if they haven't already, is take down the license plates of all cars parked within a mile of the shootings. I would think although the roads are relatively clear at 5:55am, if a dragnet were to come down quickly, you stand a greater chance of being noticed, searched, and caught. If heavy traffic, you aren't going anywhere anyhow. So, why not just hang out in all cases and blend in? - Jeff
