Some 'conversion'. He takes the same money Bush's tax plan is ALREADY scheduled to deliver to the richest 2% of American earners... and redistributes that money in other ways (eliminating capital gains, reducing sales taxes temporarily, etc.)

Arguably, this redistribution will be much more productive of economic growth than the Bush give-away (more 'supply-side')... and thus (by promoting more rapid growth) be less destructive to the federal debt....

But, is it a 'conversion' to simply want to redeploy the top end of Bush's already enacted tax cut in a more productive way?

US Treas. Sec. O'Neill proposes radical corporate tax reforms.

Too bad the administration doesn't have the guts to get about this critically necessary overhaul of our entire bloated monstrosity of a special interest corrupted tax code right away.

They are planning to 'talk about it' for the next few years, and save it for a campaign issue in the 2004 elections.
