Could you be a bit more specific on the chronology and the type of aid we're discussing?

I should have picked up the copy. I read it while having lunch at Barnes and Noble yesterday and assumed, erroneously, that it would be online. So I simply put it back on the shelf.

The author focuses on votes within UN committees so this would be prior to, I assume, any action on Saddam's part. I recall Pollack's arguments about the oil for food program and that's why it would help if he could clarify the relation between these UN votes and that program.
