So long as they are not in default of their payment obligations (and it appears that at present they are not), a debtor-forced involuntary BK filing is not really a threat.

They had to cancel their bank line of credit not too long ago solely because if they didn't, they would have been in default.

The biggest concern in the near term with Lucent isn't the debt as much as it is the pension fund obligation. The pension fund is severely underfunded (in billions of $$), and LU's current 9% expected return on fund assets will have to be lowered.
