But you know full well that they HAVE already spent the money. A few days barely goes by where I live that something doesn't pop out about how some capital estimate or another from a previous municipal budget was fudged by a factor of 4 or 5 in order to make it look like the books were balanced while the pols blew cash on pet projects.

Municipal capital funding is a fun game. As these projects now come forward for fulfillment in the current period, the REAL bill the taxpayers will be facing becomes apparent. Meanwhile, the city council shmucks who raided the treasury are long gone.

I doubt I'll ever live long enough to hear a group of federal, state and municipal politicians acknowledge that there's only one taxpayer in the food chain supporting all three of them
