We only have gezads of foreigners here for years at a time on Green Cards and protestations of persecution. Knowing the area isn't a problem. Getting away from police--a trained plant?

As for thugs and psychos, always plenty of those.

Any immigrant can come to this country and gain an intimate knowledge of the road system by taking a job as a taxi driver. I think they should be looking at people driving taxis, perhaps, if they are looking for a foreigner.
