You make some good points, especially with regard to the possibility that the killer bedded down, took his shot(s), and then made his way home on foot. One point I'd at least conceptually challenge is this, though:

If the notes or evidence indicated Bin Laden, I think we would see someone other than Moose taking over the investigation.

Obviously I don't think this is Bin Laden himself but possibly an al Qaeda member or industrial-strength sympathizer.

I obviously don't know anything about the intricacies of law enforcement and/or military jurisdictional responsibilities, much less in a sophisticated situation such as this, but: the military is involved, which is quite rare. And I think that even if new information was uncovered contributing to the suspicion that this is foreign in nature, the powers-that-be might keep Moose in the spokesman position if for no other reasons than not to frighten people any more than they already are and not to tip off the shooter as to new assets being brought to bear.

I agree. Today Ashcroft gave an interview in which he said the investigation would remain in the hands of the local cops. I think if there were any suggestion that terrorists were involved the FBI would be in charge.
