Netileptic fits are NOT going to be fun for the world. I suppose some sort of control to avoid feedback loop screaming will be needed, apart from intentional attacks by the Matrix of Malevolence.

The solution of course is WackyWireless pricing of service, so that as loadings increase, the price increases, so only the most vital data flows through, without let or hindrance.

That's a bit how our brains work. Overload results in endorphin release to reduce loadings so that we can keep functioning no matter what. Controls against overload are essential. If attackers got a big bill for their data transmissions, they'd soon think twice about the need for their data transmissions.
