Israel is an ally. Israel is a democracy. Israel does not have a despotic dictator with a finger on a nuke trigger. China is too large of a problem to be dealt with in the same manner. China would probably not be a problem today is Turman had listened to MacArthur back in the 50's. JLA

Pres. Bush identified 3 countries as an "axis of evil". The 3 countries are all ones which are actively pursuing the development of nuclear armaments and have governments which are irrational and likely to be non-deterrable because they are ruled by: 1) a power-mad tyrant with a history of making foolish irrational choices - attacking Iran and refusing to withdraw from Kuwait when faced with overwhelming force and certain defeat (Iraq) 2) religious fanatics who arm terrorists (Iran), 3) a nut (N Korea). Both China and Israel have rational governments who are deterrable. Second both China and Israel already have nuclear weapons. The point of preemptive attack is to attack a potential new nuclear power BEFORE it possesses nuclear weapons. Because one can't invade and conquer a country with nuclear weapons without risking nuclear war - something we want to avoid, being rational ourselves.
