It's simple if you understand the O'Neil methodology. You focus on the strongest stocks that meet his fundamental methodology and then buy them as they proceed up the right hand side of the cup.

If you don't understand the O'Neil methodology and the type of stocks he'd be focusing on then you are correct that there wouldn't be anyway to determine which stocks are most likely to move up.
