Time for vigilante involvement.

Could this possibly be what the police are trying to guard against?
Let's say this is Muslim related. Let's say the demand for 10 million is for future funding of terrorist activities. Let's say the release of those detainees in Cuba is related.
The sniper has said this is bigger than the murders. Maybe the police really do have an idea of what he looks like, but they feel revealing that he is Middle Eastern will cause vigilantism.

You know, with all this talk about tape recordings, electronic transfers and the like, it may well be the sniper has a computer at home and often surfs the net. If so, forget the "turkey hunters in camo"; release his handwritten note and let some of us start seeing if we can find him in cyberspace.

Note: I do admit that if he had a computer he'd likely have written his note in Word and printed it on his inkjet, but, hey, you never know.
