"Placer mining is a type of surface mining." You also wrote, "placer gold refers to alluvial deposits of gold in sand to gravel." Unless you are saying that placer gold simply cannot exist underground, then what sense does it make to say that it cannot be mined underground by block-caving? Do you know anything about the material in question? Have you seen it? Have you studied it? Have you tested it?

A.D. Something for you to keep in mind as well. Placer deposits come in different forms under different circumstances. In GE's case, the placer deposit is in conglomerate form, which is close to concrete. Block caving would work quite well in this circumstance, since the material is so hard-packed.
