I believe that would be strongly discouraged by the Chinese gov't.

I had a couple of meetings with MII (Ministry of Information Industry) about a year ago (at the time, I was working for one of CSCO's competitors) and one of the prevailing sentiments was that they distrusted CSCO as they were seen as highly influenced by the U.S. Gov't. I am not saying that this is the case, just that the officials that I met with at MII believed that. This having to do with security/encryption and such.
