If you're talking about the October 3 battle in Mogadishu, Clinton's responsibility is that the buck stopped on his desk that day. He was notorious for decimating the military budget and using it in strange ways.

In 1993 Colin Powell was Chairman of the Joint Chiefs. You can see from this link what Clinton thought was important for the military to be spending time on that year.
