I believe that France and Russia (and much of the rest of the world) is hesitant to allow the "or else" clause because they firmly believe that the US has no genuine interest in the process of weapons inspection and will simply initiate an attack at its convenience on the pretense that whoops!!...we don't like that...it's time for the "or else".

The sec. council members objecting IMO are saying...".hold on there USA...we want a say in agreeing or not whether the default you perceive is legit or not". Basically, they are saying...we don't trust you to live up to the spirit of the resolution.

C
