Actually, I think the title is pretty descriptive of the folks who make up the Fed Board of Governors.

Years ago I was programming an online system for a group of bookkeepers. They insisted on calling it the "Black Book" application. I had to code in that silly title for their system. I asked them where the name came from and they replied, "Well, all this work was kept in a big black three-ring binder before we had computers!"

I'll bet the same is true for the "Beige Book" info. The Feds probably provided low-bid beige three-ring binders!
