Don't be a doofus. Even you can understand the difference between a "right.....that shall not be infringed", and a privilege for which one needs permission. Do I need to apply to the Office of Censorship for the permission to speak or publish freely? Do I need permission not to incriminate myself? Try thinking, for once. It is fun......
