No they did not. They included that phrase but that does not mean it has legal meaning or was meant to.

The overwhelming point is that the words about a militia were explicitly placed into the text of the right. Any reading or interpretation which is the same whether these words are in or out is wrong.

That does not logically follow. The words were placed there. The only thing they do as a matter of English usage is provide rhetorical support. There is no logical reason to assume they were meant to do anything beyond that.
