Only to the NRA. That reasoning would state that bazookas are just the genetic successor to a roman candle. The weapons in general usage in the late 1700s were obviously of enough worry to the authors of the constitution to have this clause and debate. Successors of weapons would logicly be more of a concern and not just grandfathered in with powder horns and ramrods.
