Bullcrap. It was a democracy in name only. Hitler cut a deal with the winner of the '32 election, Paul Hindenburg, and became Chancellor in the following January. When Hindenburg died in '34, Hitler consolidated power, taking the offices of both President and Chancellor simultaneously.
