I agree. I believe the maniac is from that general area. He started out with a spree and likes the coverage. Then he backed down and stopped doing spree/daylight kills as the risk of getting caught turned much higher. What I ponder is whether this guy is playing a game, or he really decided to pull a Dirty Harry type move and kill a bunch of people, then ask for money. Maybe planned the entire thing out in advance... The cops need to be knocking on every single door in the area. The maniac clearly knows the streets of the county and 95 into VA. Lets hope he does not move into Howard or further north as it will get more difficult to predict anything.
