The country around the lake district is still chock a block with Roman buildings and fortifications. Yes, I believe the wall was to keep the barbarians out equally as it was to stop the Britons from mixing with the troublesome folk up north, and generally causing trouble.

There were an equal number of Roman and Foreign legions. The Foreign legions were mainly from the Former Yugoslavia (Dacia). The Foreign Legions fought the day to day wars in Northern England, the Romans were there in case the Foreign Legions rebelled. Smart bunch of guys for their time. If you see the concentration of fortifications on a map you will agree it was a wild place at the time.
