It is wrong to assume that a technology is immune from examination and public regulation just because a chain of inventions can be linked to something in the past that was less dangerous, or even not dangerous at all. Airplanes are more strictly regulated than bicycles.

Neither airplanes nor bicycles nor to my knowledge any form of transportation involves a protected constitutional right. Thus there is no constitutional barrier to the idea of completely reexamining the legal and regulatory climate for each new type of transportation. If there where a constitutional amendment that said "your right to own and use vehicles shall not be infringed" it would be a different story.
