This precludes the notion that the clause about the importance of a well regulated militia was just accidental verbage or a rhetorical flourish. That clause is the context.

Again you are making a leap unsupported by logic. You are of course entitled to your own opinion but the alternative is hardly precluded.

Can you think of any other amendment to the constitution where such a context is applied? Where a sentence or phrase does not directly make its own statement prohibiting or mandating anything or directly modify another statement but is somehow supposed to set a context for the whole amendment?
