Iran. So were we - to get hostages released that were held by terrorists controlled by Iran. Does this qualify as a sale (Ollie North thought it was neat at the time) or blackmail?

More likely Iran. But even if it was Iraq instead of Iran or neither which are both more likely the amount would have been very small. Iraq's armament was mostly stamped "Made in Russia" or "Made in the USSR".
