It has always been a joke that American tourists complain about the lack of sanitation overseas. Especially the lack of toilets. But it is also true that we lead the world in this kind of facility, and this type of "Public Health" concern is one of the reasons for our good public health rate.

I spent 2 1/2 years in Europe, and watching people squat to go in the gutters of downtown Naples was not a pretty thing.

Okay. So, if I'm reading you correctly, pissing on any public or private building in Monaco would be treated as act of international terror.

On the other hand, to complain about pissing on public or private buildings in Italy is considered distasteful and insulting.

So, speaking as a loyal subject of the Prince of Monaco, which is considered worse in your evidently lawless country: international terrorism, or bad manners?

Attempting to answer you with a straight face, let me first point out that Monaco is a principality. Thus it is possible that its (scant) laws do not cover "pissing on public buildings". Now that I think about it, there are probably all of 4-5 public buildings in this country of 1.9 km sq.

One car bomb and the whole country is gone. "Terrorists Destroy Whole Country! News at 11."
