But for a fertilizer (ammonium nitrate) you need much more bulk than C-4. It's easier to be a suicide bomber with C-4 and far more deadly.

Twenty years ago the Corsicans were getting their top quality explosives at around four hundred $ per pound.

So I'g guess that C4, on the black market shouldn't be that much less, the black market being the industrial price X ten, minimum.
