People disagree about why transactions over the Net don't seem to be growing as much as they should. Government can do the people a great service by changing NACHA regulations so these arbitrary ways to protect the unknown projected disbeneficiary won't interfere with Net commerce. What government official wants to take on powerful banking interests when they can generate far more 'crat kudos by attacking Martha Stewart. And it is true that government would never attack the banks for doing something that the banks think isn't in their interest. That would be true regulation and we will have none of that in this primitive era.
