Like all political systems, our Administration has factions. Cheney does not want to disarm Iraq or butress the UN. He will be glad to see Iraq in ruins and the UN tossed into the dustbin. By giving Cheney the nod to play a lead role on Iraq policy, Bush openned the door for Cheney to fulfill his own policy desires. Now, after absurd attempts by both Bush and Powell to assure potential allies that Cheney was only kidding and that regime change just means that Saddam should act differently but if he does he can stay in power -- we are at a crossroads where Cheney's original vision of a unilateral US invasion leaves us with few options worth having. If we fight without a UN Resolution to support the action, Cheney's vision of a post-UN international order based solely on who has the best bombs will be realized.
