The active clause seems to be the same. Well not exactly the same there is another clause in that version which makes a mandate or prohibition - "but no person religiously scrupulous of bearing arms shall be compelled to render military service in person. ", but I don't think anyone is arguing that people who's religion forbids it should be required to bear arms. Other then that clause it seems that this original phrasing was changed only in order not in meaning.
