What an amazingly interesting logic from a guy who had to explain away why the US acted pre-emptively by launching Tomahawks against Pharmaceutical factories and empty terrorist training camps... Or why the US acted pre-emptively during Operation Monica.. err... Desert Fox.. which happened right before Clinton's impeachment hearings... :0)

Bush states that we will no longer proclude discussions of pre-emptive strikes against perceived threats, and suddenly Rubin interprets that as the new US policy against ALL threats??

In no way does this "box" in US policy... If anything it makes US policy MORE flexible, and to an extent less predictable (which is good in this case).. The last thing an enemy should be able to discern is just how seriously the US may react to their aggressive actions.

Geez... another fella "edumacated" beyond his intelligence... And a smug SOB on top of it (from friends of mine who worked with him).
