He has to be kept like Reagan, out of true press conferences, so the Bush Senior team can operate in the shadows. Result? No press conferences with anyone in real authority, the entire country run by fiat. The closest is Rumsfeld, who can easily sidestep anything related to policy, and stick to technical materials and making fun of reporters.

Like J.Edgar Hoover, these so-called "public servants" like Tenet and Cheney, are arrogant operators who will never deign to answer to the American people they work for. The closest is those Congressmen they have the ability to blackmail and coerce in the next election. Which is all of them.
