Michael K. Powell, chairman of the Federal Communications Commission, urged in a speech early this month that telecommunications companies spend more on new equipment to insure the survival of big suppliers like Lucent Technologies, Nortel Networks and Cisco Systems.

If you read carefully the Verizon quarterly report, and do some calculations, Verizon's 4th qtr cap ex level is expected to be $4.2 billion-$4.6 billion. This range is $1.6 billion-$2.0 billion greater than the $2.6 billion cap ex level for the third quarter.
