Err, that's why you send in inspectors. Which were tried for most of the 11 years. I suppose if Saddam really would let inspectors in and let them look anywhere they want including under his bed, with no notice required or delay imposed, and the inspectors would be allowed to scour Iraq for years then no regime change would be needed, but that has never been the case. Even when the inspectors were somewhat effective at the begining of the inspections there was some delays enabled Iraq to hide some of the WMD program. Tim
