When asked whether the goal of the US was disarmament or regime change (posed as a clearcut choice of priorities) Cheney said the goal was regime change. This does not square with what Bush is saying. I read it as simple backtracking -- Bush either did not put regime change ahead of disarmament as a goal, or Bush realized that he would have zero chance of getting allies on board with a policy that so blatantly said, "look, we want to invade Iraq, kill this guy and run the country for at least a few years -- after all, there is a billion barrels of oil over there and we could use that right now to goose up our economy".
