The fact remains that the US allowed companies to sell "dual use" equipment to Iraq some of which can be used to make chemical weapons but all of which has other uses as well and which Saddam could have gotten from Germany or Russia or elsewhere really easily if we didn't sell it to Iraq.

Was it a mistake to sell him these things, yes even though he would have gotten them anyway it was a bad idea to sell the stuff to him. But does that mean the distinction between selling him the dual use equipment and giving him chemical weapons is (in your words not MSI's) "hard to make" and "irrelevant"? No.

At the time, it served our geopolitical and national security interests to do so as a counterbalance to Iran. Times have changed. Adjustments have been made. Very silly to look at geopolitical or national security concerns in a static manner.
