kinda makes you wonder who knew what when..this was reported in briefing before the market opened...note that stock closed at 4.45, and there target is a triple

Now, did they have that approval letter before today, but just announced receipt today?...or am I just unreasonably suspicious? either some analyst really did his/her homework or ....?
