It's the transcript of a conference at the Brookings Institution last summer. I posted the url at the time. I recommend it highly. Unfortunately, matters have gotten worse since then so it will feel dated. And that also accords with the often expressed sentiment that time was not on the side of either side in the conflict. That matters would only get worse unless some sort of deal could be struck, the outlines of which were something like the Clinton deal. Now that is the case. And more will die.

Nadine took my simple comment that "everyone" was a view often expressed in the transcript. It's clear from the text they mean, both sides who use the phrase, that it was a widespread view among the players. Of course, it would not involve the more extreme elements on either side. No one would argue that.

Go have a look. It's well worth the time it will take to read it.
